ANC 6C Requests The Termination Of The National Guard’s DC Deployment

Since August 2025, ANC 6C has repeatedly requested answers about the standards, authority, and oversight governing the ongoing federal law enforcement surge in the District of Columbia. Over the past several months, the Commission has pursued records, explanations, and public accountability from city and federal agencies regarding joint enforcement activities, National Guard operations, and guidance provided to Metropolitan Police Department officers on cooperation with immigration enforcement. The Mayor’s Office has repeatedly disavowed local cooperation with federal immigration enforcement. However, answers to other questions raised by ANC 6C have been incomplete and insufficient to address community concerns.

ANC 6C is now advancing a resolution requesting an end to routine National Guard postings and patrols within its jurisdiction. The resolution reflects sustained community concern about the visible and growing armed presence in residential, commercial, and public spaces, as well as the lack of transparency surrounding how these deployments are directed and monitored.

ANC 6C is disappointed and frustrated by the lack of transparency surrounding the federal surge. Its requests remain pending with the Mayor’s Office and Metropolitan Police Department. By pairing its transparency efforts with its current resolution, the Commission is pressing for both answers and a reduction in arbitrary law enforcement and policing practices.

RESOLUTION NO. 26-0001 IN ADVISORY NEIGHBORHOOD COMMISSION 6C
A Resolution Requesting the End of National Guard Postings and Patrols

WHEREAS our constituents are concerned by the impact of constant armed patrols and postings throughout our neighborhoods and parks, as well as near our schools and workplaces; and

WHEREAS local businesses report a decline in foot traffic and revenues that correlates to the National Guard’s deployment pursuant to a federal law enforcement surge; and

WHEREAS National Guard members are a near constant presence in ANC 6C, with patrols and postings throughout the H Street Corridor, Stanton Park, Union Station, and Capitol Hill; and

WHEREAS the concentration and volume of National Guard deployments have increased dramatically (e.g., roving patrols of 3+ armed and uniformed troops through residential and commercial areas, frequent gatherings of 8+ armed and uniformed troops in public spaces); and

WHEREAS the legality of ongoing National Guard deployment remains in dispute, particularly with respect to National Guard units deployed by the governors of various states;[1] and

WHEREAS, in response to requests for information by ANC 6C, representatives of the National Guard described current operations as follows: “Guard members provide a visible crime deterrent, and do not arrest, search, or conduct direct law enforcement actions. National Guard members activated for this mission are a part of Joint Task Force – District of Columbia, which is commanded by U.S. Army Col. Lawrence ‘Larry’ Doane. Operational control remains local, while mission tasking and funding are Federal.”; and

WHEREAS analysis of the National Guard’s ongoing deployment throughout DC indicates National Guard presence has no significant impact on violent crime and does not cost-effectively address the incidence of non-violent crime;[2] and

WHEREAS public reporting and local observation indicates National Guard units interact with DC residents in a manner inconsistent with guidance from Joint Task Force – District of Columbia (“JTF-DC”), including by questioning and detaining DC residents; and

WHEREAS on April 9, 2026, Colin Hall, Metropolitan Police Department Commander for the First District, offered to coordinate with National Guard units to address local concerns.

THEREFORE, BE IT RESOLVED that Advisory Neighborhood Commission 6C requests the end of National Guard postings and routine patrols within its jurisdiction.

BE IT FURTHER RESOLVED that this Commission:

  1. Requests that Commander Colin Hall of the Metropolitan Police Department coordinate with National Guard units and JTF-DC in support of this request;
  2. Requests that the National Guard respond to this Resolution consistent with its allowance for local control over the activities National Guard units and JTF-DC;
  3. Requests that the Metropolitan Police Department, Office of the Mayor, and other agencies of the District of Columbia afford great weight to the requests outlined herein;
  4. Limits these requests to impact postings and routine patrols, without limiting the National Guard’s mere presence, transit, or other specific activities in ANC 6C;
  5. Supports the efforts of other Advisory Neighborhood Commissions to submit similar requests in response to local concerns.

CERTIFICATION: After providing sufficient notice for and with a quorum of 7 of 7 present at its June 10, 2026, meeting, Advisory Neighborhood Commission 6C voted, with 5 yeas, 0 nays, and 2 abstentions, to adopt the above resolution.

ON BEHALF OF THE COMMISSION

Karen Wirt
Commission Chairperson, SMD 6C02
