Arrest in November Benning Road Shooting

Detectives from the Metropolitan Police Department (MPD) Homicide Branch announced this week that an arrest has been made in a fatal shooting that happened on Monday, Nov. 26, on the 1800 block of Benning Road NE.

At approximately 1:49 p.m. the day of the shooting, members of the Fifth District arrived there after receiving reports of gunshots. When they arrived the found two adult male victims suffering from gunshot wounds. DC Fire and Emergency Medical Services (DCFEMS) responded to the scene.

The first victim displayed no signs consistent with life and remained on the scene until transported to the Office of the Chief Medical Examiner. The second victim was transported to a local hospital for treatment of non-life threatening injuries.

The decedent was identified as 20-year-old Randall Francis, of Southeast, DC.

On Tuesday, December 18, 2018, pursuant to a DC Superior Court arrest warrant, members of the Capitol Area Regional Fugitive Task Force took a 20-year-old Northeast man into custody from the United States Marshals Service and transported him to the Homicide Branch where he was charged with First Degree Murder While Armed (Premeditated).
